Role Overview
The Partnerships Manager will lead the identification, negotiation and delivery of strategic partnerships with Registered Providers (RPs), Housing Associations and PLC social landlords, supporting the business’s affordable housing, mixed-tenure and joint venture objectives.
The role will focus on structuring and managing land-led and development-led joint ventures, forward funding agreements and affordable housing delivery programmes, ensuring commercial viability and long-term strategic alignment.
This is a group, not regional, role and whilst our preference is for it to be based in Tunbridge Wells, candidates living near one of our other offices would also be welcome to apply.
What you will do
Registered Provider & Social Landlord Partnerships
Develop and maintain strong relationships with Registered Providers, Housing Associations and PLC social landlords
Identify partnership opportunities for affordable housing delivery across open market and mixed-tenure schemes.
Lead negotiations on section 106 packages, forward funding arrangements, contracting services and bulk sale agreements
Structure and manage joint venture agreements to deliver shared development objectives
Work collaboratively to align design, specification, tenure mix and delivery programmes
Joint Ventures & Strategic Agreements
Identify and assess joint venture opportunities with social landlords and institutional partners
Support the structuring of development agreements, collaboration agreements and long-term strategic partnerships
Monitor partnership performance and ensure contractual obligations are met
Lead regular partnership review meetings and performance reporting
Commercial & Financial Management
Work closely with Land, Commercial and Finance teams to assess scheme viability and funding structures
Support appraisal inputs relating to affordable tenure mix, grant funding and forward sale structures
Negotiate commercial terms to ensure optimal value and risk mitigation
Monitor programme delivery, cash flow implications and partner contributions
Cross-Functional Collaboration
Liaise with Planning, Technical and Construction teams to ensure schemes meet RP requirements and Homes England compliance where applicable
Coordinate early engagement with partners during site acquisition and planning stages
Ensure alignment on specifications, compliance standards and handover processes
Market Engagement
Represent the business within the affordable housing and RP sector
Maintain up-to-date knowledge of funding programmes, grant regimes and regulatory changes
Identify emerging partnership models and sector trends
What you will have
Proven experience working with Registered Providers / Housing Associations within the housebuilding or residential development sector
Strong understanding of affordable housing delivery, section 106 agreements and grant funding structures
Experience negotiating bulk sale agreements, forward funding arrangements or joint ventures
Commercially astute with the ability to assess development viability and risk
Strong stakeholder management and negotiation skills
Understanding of Homes England or relevant regulatory frameworks desirable
