Home Education Officer Role Profile

An exciting opportunity has arisen for a Home Education Officer to work in our Inclusion and Welfare team. We are looking for an enthusiastic, self-motivated team player to act as the specialist officer in the area of Elective Home Education to support Plymouth City Council to deliver its statutory responsibilities to ensure every child in the city who is educated otherwise than at school is receiving a full time and efficient education. As the Home Education Officer, you will act as a champion for children and young people who are home educated. You will be the point of contact and work in partnership with families who have elected to home educate their children, providing specialist support and guidance to families in respect of Elective Home Education. You will liaise with and, where necessary, support parents to ensure the quality of education provided to their children is developed and maintained. You will be part of a wider Childrens Services Team who is responsible for safeguarding and promoting the welfare of children and will support integrated working practices across childrens services You will be required to carry out home visits on a cold call and pre-arranged basis to monitor the quality of the education and curriculum being provided for children who are being educated at home and provide feedback and advice to families. You will liaise and negotiate with other professionals, schools, statutory and voluntary agencies to ensure that the best possible service is provided for children and young people, including attending relevant meetings as required The successful candidate will have:
  • A relevant level 4 professional qualification or equivalent (e.g. teaching, social work, Higher Level Teaching Assistant).
  • Demonstrable knowledge of applicable legislation and statutory/non-statutory guidance.
  • Demonstrable working knowledge of the role of other agencies for example Childrens Social Care, Special Educational Needs and Disabilities Team, Youth Offending Team and Health services such as CAMHS (not an exhaustive list due to the nature of the role)
  • Demonstrable working knowledge of child protection procedures.
  • GCSE Grade C/5 or above in English and Maths or equivalent
  • Full UK driving license and access to vehicle
You will also need to have excellent communication skills to engage with customers and partners and be able to work as part of a team and also independently using your own initiative. Having excellent planning, organisation skills and excellent ICT skills is also essential. The Disclosure & Barring Service Check requirement for this post is: Enhanced Childrens Check
