Job Profile: People Development Operations Manager

Location: Hybrid / NSC
Job Type: Full-Time
Reports To: Head of People Development

Salary: £35,000

 

About the role

The People Development Operations Manager will be responsible for overseeing the seamless delivery of people development programmes across the organisation. This role will manage learning platforms, ensure compliance with industry standards, coordinate training logistics, and enhance the learner experience. With a strong focus on operational efficiency, stakeholder engagement, and data-driven decision-making, the People Development Operations Manager will play a critical role in optimising learning and development activities. Responsible for the line management of the team administration roles.  

Key Responsibilities

  1. Learner Operations & Delivery
  • Manage the end-to-end delivery of training programmes, including scheduling, logistics, feedback collation and learner engagement.
  • Oversee learning management systems (LMS) and e-learning tools, ensuring seamless access and accurate reporting.
  • Coordinate with trainers, internal subject matter expert teams, and external providers to ensure effective training execution and clear delivery plan.
  • Monitor attendance, learner feedback, and completion rates to assess training effectiveness and recommend improvements.
  • Lead on and support business wide projects, ensuring delivery of the overall initiative is timely, on budget and achieves expected outcomes.
  1. Learner Experience & Engagement
  • Ensure a high-quality learning experience for all participants, whether through face-to-face, virtual, or self-directed learning.
  • Develop and implement strategies to enhance learner engagement and motivation.
  • Gather and analyse learner feedback to continuously improve training programmes.
  • Ensure customer satisfaction KPIs, such as 90%+ positive learner feedback, are met.
  • Overseeing the customer service and helpdesk into the team, ensuring delivery of great customer service; providing support on escalations.
  1. Compliance & Quality Assurance
  • Ensure training programmes and qualifications align with regulatory requirements, including safeguarding, and other statutory obligations.
  • Maintain up-to-date guidance that reflects current industry legislation and best practices.
  • Manage and maintain accurate records for compliance audits and reporting.
  • Engaging with the operational teams to drive and monitor compliance within Centres.
  1. Stakeholder & Vendor Management
  • Act as a key liaison between the team, training providers, and operations.
  • Manage relationships with external training vendors, negotiating contracts where necessary.
  • Collaborate with internal teams to ensure training meets business needs and operational requirements.
  1. Process Improvement & Innovation
  • Develop and refine training delivery processes to improve efficiency and scalability.
  • Identify and implement new technologies, tools, and methodologies to enhance the learning experience.
  • Drive continuous improvement initiatives based on learner data, training outcomes, and business needs.
  1. Data, Reporting & Budget Management
  • Track key performance indicators (KPIs) related to training effectiveness, learner outcomes, and operational efficiency.
  • Generate reports on training performance, learner engagement, and compliance for senior leadership.
  • Oversee training budgets, ensuring cost-effective solutions without compromising quality.
  • Manage learning materials, technology, and venue bookings as required.

Qualifications & Experience

 

Essential:

  • Experience in learning operations, training coordination, or L&D programme management.
  • Strong knowledge of learning management systems (LMS) and digital learning tools.
  • Excellent organisational and stakeholder management skills.
  • Understanding of training compliance, safeguarding, and regulatory requirements.
  • Ability to analyse training data and make data-driven recommendations.

Desirable:

  • Prior experience in managing apprenticeships, early careers programmes, or large-scale L&D initiatives.
  • Experience in budget management and vendor negotiation.
  • Passion for learning and development within the early years or education sector.
